It seems like it's just a resolution with no real effect....even if the House passed it (which they won't even bring it to the floor according to Johnson).

Trump DNGAF about expressions of disagreement by legislative houses. It'd only be a "setback" if it actually blocked him from enacting the tariffs. It doesn't appear to be that.
