Interstate commerce clause should kill it.Arkansas truck drivers will be required by law starting in July to take Spoken and Written English proficiency test at Weight stations. After Sanders signed new law in Early April.... although the Arkansas State Police say they aren't doing it yet .. multiple truck drivers say they have already seen it in action in Arkansas
And it is a $500 fine if you fail the test the first time and a $1000 fine for each test you fail at each Weight station after. Original law was $5000 fine and then $10000 each instance after but Sanders signed the bill with much lower penalty feea
..UNLESS if to are a "foreign domiciled" driver and you fail it is a FELONY and you are arrested on the spot
