I think Trump wants Maduro killed or gotten rid of more than anything else. Maduro was willing to let American energy companies go in and control the oil and gold of Venezuela if Maduro could remain as president, but Trump declined. The illegal drug situation is probably secondary, since it's worse in Colombia and Mexico.
