That's the 2nd of the deployment afyer the towed het going overboard.

My guess based on wording in the article is this was a parted wire (arresting gear wire snapped), super dangerous for aircrew and anyone on the flight deck. It happens from time to time, generally it parts without slowing the jet enough to cause a loss of aircraft (that's why you go full AB on landing until the jet is essentially stopped).

I'm more concerned with the first one. Brake rider jumped out and the brown shirt that escorts with shocks didnt get the jet stopped. Not sure how between the tug, the brakes and the chocks the jet still goes over the side.
