You cant be 50th in test scores if you don't test.

Sure. But using benchmarks that are evaluated throughout the year are more accurate than a single test at the end of year anyways.

And no, it doesn't appear he has the authority to just do this. So, it's just another thing he's issued a mandate for that he can't actually do.

When I was in school back in the Stone Age, we were tested weekly and took standardized tests every couple of years.
