One primary difference.
Technically, Noriega wasn’t ever President of Panama. He never officially served as president of Panama, instead ruling as an unelected military dictator through Puppet President’s he installed through his control of the military.
Kinda like what it’s looking like we’ll be doing in Venezuelan shortly.
