That's kind of a big oopsie. Seems like the administration who dealt with a once in a century disease the first time around would put a little more importance on emerging diseases.

He used the term Privateers and said they are essentially pirates authorized by the Government.

Everything he said was absolutely correct historically and legally.

Itā€™s definitely thinking outside of the box, but would absolutely be constitutional. The diplomatic issues it would raise are pretty massive, but it is an intriguing idea to me.
