He used the term Privateers and said they are essentially pirates authorized by the Government.
Everything he said was absolutely correct historically and legally.
Itās definitely thinking outside of the box, but would absolutely be constitutional. The diplomatic issues it would raise are pretty massive, but it is an intriguing idea to me.
