She is definitely being disingenuous, but technically she might be correct. The Reconciliation bill that she references is where the above could be added. I assume she is referring to procedural votes for “no tax on tips” and other items.

However, to the point I think you are making ….it has not passed. What passed was the GOP budget resolution, but now there will need to be a Reconcillation bill…or a series of them.
