It isn’t. He has to use wartime powers. Why
I can’t figure out the natural gas war. It’s renewable. It’s abundant. It’s basically emission less. Why not ban electric stoves and water heaters. That would free up space on the grid to charge our ev’s that is the big push.

The commission reviewed the studies and a week later announced they were taking no action and making no recommendations to ban gas stoves
It was a conservative media over reaction that the House Republicans bought into and decided to pass legislation that was not needed

By the way natural gas may be a cleaner form of fossil fuel, but it’s not pollution free.
