Show me a definition of doxing where disclosing home addresses publicly is an absolutely necessary element to the definition of the same.

To explain this in words you MIGHT understand (though I kind of doubt it):

Publicly disclosing a law enforcement officer’s home address might be doxxing (it might also be disclosure of previously published public records).

Not all doxxing of law enforcement involves disclosing a law enforcement officer’s (or anyone’s) home address.
