It really means nothing. It's been going on for decades.

Editing to correct slightly. Russia has been doing this for decades and China has done it in their neighboring countries. Not sure if this was paired or in separate events. Either way, not concerned.

Country specifically trying to blow up passenger planes. This might be worse than the downing of the Malaysian air flight over Ukraine in 2014, just because if successful the cause wouldn't be know.
