PURE speculation on my part... but when I was at OSU, I saw a several fights between kids from other colleges and OSU peeps. Langston, Tulsa, etc., coming to OSU and hanging out and it eventually ends up in a fight.

I wonder if this was a non-OSU student.

The last paragraph of the article leaves no doubt that Stitt is borrowing a page from the democrats. Never let a crisis go to waste.

I used to sell hot dogs outside of Willies on The Strip and I'll just say it was basically a Langston student right of passage to visit The Strip and start a bunch of sh!t in my time. It was exhausting and embarrassing every time because it was just a quick one on one fight. It was an all out brawl with dozens of them every where doing anything and everything to keep the brawl going. The police response was always insane. The Strip would turn into a blue and red-light strobe.

But for some reason, they never messed with me. They could have easily taken me out and ran off with as many dogs as they could handle or the entire stand. They weren't there for hot dogs though. Not even chili pies.
