For sure, the government will flat out lie to you.

I was part-time at the VA. They enticed me to give up my other work and go full time with a 9% pay bonus for 4 years.
I did it and realized I was not getting the bonus. After the switch, I was told I was not eligible for the bonus as I was not new. To add insult to injury they hired a bunch of new docs for me to train, all of whom were making 9% more than me.
