You asked if CA should be able to respond. I answered that. Redistricting and taxation are both state rights. I would absolutely not want my state to raise taxes. However, I would certainly be against the federal government affecting the state's right to tax their own state citizens.

Simple: States have the right to redistrict. So yes, Texas should be able to redistrict and so should CA...and so should NC. Gerrymandering is ugly, but nothing new. But redistricting does not necessarily equal Governor Gerry's salamander.
