I did picked a couple of blue states and figured money wins out over political views.
 
One distinction that needs to be pointed out here.

This audit is accusing the state of spending the money inappropriately....not being scammed out of it to citizens but the state directing the programs inappropriately

Of course, one could respond that the other states were able to be scammed because of lack of sufficient oversight and compliance procedures.

IMO, pretty much all states handed this money out like free candy and with little regulatory oversight.

The problem with the report is that it is treating the education money like typical federal funding for education. The methods utilized to disperse all the education has been based on Title I rules, which was never correct.
