It shouldn't matter. They could have 100% turnout but if you are diluting a population that votes a certain way for political gain you are still taking their voice away.

The thing with gerrymandering is it does not create or remove voters. The idea is just to dilute the voters by splitting them into districts that typically would vote one way.
My hope is that MAGA becomes so unpopular that the "diluted" vote mixes with the angry vote and they end up losing even more than they would have before.
