The legislative bodies across the nation mandate policies to the agencies and then do not fund the mandated policies. Then the agencies fail in carrying out the policies. Then the legislative bodies claim ineptitude is part of the agency. Yet so many blame the agency rather than asking how much manpower and resources did we give the agency to fulfill the mandate.
